In nonfiction, a biography can clearly portray a character quite completely, with as much detail, personal and otherwise, as the research uncovers. Similarly, historical nonfiction develops characters significantly.
A novel has the length and breadth to do the same in fiction.

My first vote is a novel but I have to add that any character can be developed fully in any form of literature depending on the skill of the writer.
